Ministry of Primary and Mass Education (MOPME)

As per Article 17 of the Constitution of the People's Republic of Bangladesh : The state shall adopt effective measures for the purpose of a) Establishing a uniform, mass-oriented and universal system of education and extending free and compulsory education to all children to such stage as may be determined by law b) Relating education to the needs of society and producing properly trained and motivated citizens to serve those needs c) Removing illiteracy within such time as may be determined by law. To fulfillment these commitment government formulated Compulsory Primary Education Act in 1990, created Primary and Mass Education Division (PMED) in 1992 and established Ministry of Primary and Mass Education (MOPME) in 2003.

Business of MOPME is to a) Formulation of sectoral plan in Primary and Mass Education Sector b) Preparation, monitoring and evaluation of development projects c) Educational policy and reforms d) Curriculum development e) Preparation, printing and distribution of text books f) Coordination of activities with other Ministries and Non-Govt. agencies g) Determination of policies and guidelines for primary scholarship examination h) Training and research in the related field g) Administration of organizations under this Ministry h) Liaison with international organizations in this regard.

Strength of MOPME are Sector Wide Approach (SWAP), Mid Term Budgetary Framework (MTBF), Financial Management Unit, Wider use of MIS, Dissemination of Administrative Manual, Transparent and fair recruitment of teachers, Comprehensive policy for transfer of teachers.
